Lobley’s Drive to open 31st January-2008

(At Long last!!!!)

 

At a meeting at Shire Hall this week, ( 22nd January ) County Councillors have been promised that Lobley’s Drive, Gloucester’s infamous road to nowhere, will be open to traffic by the end of the month. The news follows substantial speculation as to the future of the road and public frustration following previous delays.

 

Cllr Stan Waddington, Cabinet Member for Transport, commented:

“There have been a lot of false dawns with this road and I’m sure that local people are heartily sick of it.  I hope that this latest promise from the developers will be met and the issue will finally be resolved.”

 

Cllr Andrew Gravells, Councillor for Abbeydale, commented

“We’ve waited a long time for Lobley’s Drive to be opened to through traffic and I’m pleased that the County Council has been able to negotiate a firm date for the opening.  It’s been a long struggle and I’m going to keep on the case to make sure that the developers live up to their promises and that disruption is kept to a minimum for those who live along the road itself.”

Briefing Note Number Eight, 11th December 2007.

 

 

1.      Liaison Meetings

 

The latest meetings with the Developer’s Project Manager (Trench Farrow) were held on 18 October and 22 November 2007.  

 

 

 

2.      Lobleys Drive Traffic Scheme

 

GH have completed the design work for a scheme involving the provision of a zebra crossing, together with speed cushions, on Lobleys Drive in the vicinity of Laxton Road (plan attached). The scheme proposed near to the Brome Road junction failed the priority assessment procedure. Consultation has been undertaken with residents and local members and the formal statutory notification in respect of the speed cushions will be commenced prior to Christmas. Due to problems with street lighting, the zebra crossing will not be constructed until February 2008 (i.e. after Lobleys Drive has been opened to the public). However, GH have confirmed that the works will not necessitate the closure of the road and disruption will be kept to a minimum.

 

3.      New traffic lights at the Lobleys Drive/Abbeymead Avenue junction

 

The  works are still anticipated to be completed (and Lobleys Drive opened to through traffic) in January 2008. A slight problem has been raised by the Contractor relating to obtaining street lighting columns but it is anticipated that this issue can be resolved without delaying the opening date. 

 

4.      Bus Priority for Abbeymead Avenue/Metz Way planned for later this year 

 

Technical approval is still being sought. 

 

The scheme has been amended to resolve the issues relating to land ownership.

 

The scheme does require the removal of substantial lengths of well established hedgerow (plans attached) and a minor works agreement is being progressed to permit this work prior to the start of the nesting season in Spring 2008.   

 

 

 

 

5.      M5 Bridge

 

The Dedication Agreement with the Highways Agency has been engrossed ready for signing, which is anticipated sometime this week.

 

It is no longer possible for all of the permanent works to the bridge to be completed by the end of January 2008 and a temporary scheme involving the provision of vertical concrete safety barriers is being progressed for completion prior to the opening of Lobleys Drive, to protect the public using the new route as well as those on the M5.

 

A permanent scheme involving works to the parapets, as well as the provision of steel safety barriers on the approach roads is also being progressed and the Developers are intending to pay the County Council to implement these permanent works. 

 

6.      Buses

 

Negotiations on the precise details of the route of the extended no. 3 service have continued with Stagecoach and it is now likely that 2 extra buses will be required to maintain the existing frequency and provide a service that operates past the occupied premises within the site.

 

The provision of an additional bus could enable the extended service to reach the Tesco store, although no layover would be possible.

 

If sufficient funds are available from section 106 contributions for the two buses, the go ahead will be given and negotiations entered into with the adjacent landowners to permit bus stops to be erected on the Business Park roads.

 

7.      Gloucester Business Park Traffic Lights to be re-commissioned.

 

The traffic lights within Gloucester Business Park are due to be commissioned and brought into use in the middle of January 2008, at which time the responsibility for their maintenance will pass on to the Council. These traffic signals are required to deter large numbers of through traffic from using the Lobleys Drive link.

 

8.      Travel Plan for Coopers Edge

 

The inaugural meeting of the Travel Plan Management Board took place on the 1 November 2007, at which representatives were available from the Developers, County, District and Parish Councils. A second meeting is due to be held in January 2008.

 

The purpose of the Travel Plan is to reduce traffic congestion and make effective use of the highway network and also to link with health and climate change agendas.

 

9.      Other Obligations

 

The Shurdington Road, Metz Way and Station Road schemes are being progressed by Gloucestershire Highways and any queries should be addressed to the relevant Stakeholder Manager.

Briefing Note Number Seven, 1st October 2007.

 

1.      Liaison Meetings

 

The latest meeting with the Developer’s Project Manager (Trench Farrow) was held on 21 September 2007 and the latest meeting of the Project Team (consisting of Development Co-ordination, Gloucestershire Highways and ITU) was held on the 25 September 2007. 

 

2.      Lobleys Drive Traffic Scheme

 

The cost of the proposed pedestrian refuge, cycleway and road widening between Laxton Road and Otter Road have been submitted by Gloucestershire Highways for approval and a Target Cost has been set at £56,000. Continuing with this work would have resulted in a significant overspend on the overall Lobleys Drive scheme which could not be approved without undertaking a full priority assessment for inclusion in the Capital Programme. After careful consideration it is considered highly unlikely that such a scheme would be successful since it appears to have limited highway safety benefits and would be used by few pedestrians or cyclists. For this reason this aspect of the works has been abandoned. 

 

GH have been instructed to undertake additional design work with a view to providing two zebra crossings on Lobleys Drive in the vicinity of Laxton Road and Brome Road respectively prior to the opening of the bridge. GH have confirmed that meeting this schedule is possible, even though both schemes will need to be priority assessed and approved at Cabinet member level for inclusion in the Capital Programme. Such a scheme should also be capable of provision within an acceptable overspend and not require the closure of the road during the construction phase.

 

Members will be consulted on the scheme, once detail drawings are available.             

 

3.      New traffic lights at the Lobleys Drive/Abbeymead Avenue junction

 

During the E-on works, it became evident that an additional electrical apparatus was affected over and above that previously identified and whilst the original 11kv cable has already been diverted, another 11kv cable was due for diversion during the week beginning 28 September 2007. Griffiths were instructed to commence works on the 11 September 2007 and work around the additional E-on diversion works.  

 

There has been no delay in the programme even with the delayed start date and works are still anticipated to be completed (and Lobleys Drive opened to through traffic) in January 2008, although every opportunity will be taken to advance the completion date.

 

4.      Bus Priority for Abbeymead Avenue/Metz Way planned for later this year 

 

Technical approval is still being sought. 

 

A few issues of land ownership have been raised and it is likely that the scheme will be amended slightly to ensure that third party land is not encroached upon.   

 

 

5.      M5 Bridge

 

The Dedication Agreement with the Highways Agency has still not be completed but dialogue has been continuing between the County Council and the Highways Agency to ensure that any outstanding matters are resolved quickly.

 

It is still the intention of the Developers to undertake all works to the bridge (including to the parapet) before Lobleys Drive is opened to the public. However, technical approval has to have been issued by the Highways Agency and the bridge dedicated as public highway, before this work can be undertaken.

 

6.      Buses

 

Negotiations on the precise details of the route of the extended no. 3 service have been ongoing with Stagecoach and it is currently intended to terminate the service within the residential element of Coopers edge and not extend the service onto the Tesco store. This decision was taken in light of the anticipated lack of current demand from the existing dwellings in Abbeymead and Coopers Edge for such a service, the cost implications of providing such a long extension and the lack of adequate facilities at the store.

 

It is still intended to provide a new service by 2010 which would operate into the District Centre, by which time sufficient infrastructure will have been provided (new link road from Delta Way to Golf Club Lane and bus stops and shelters adjacent to the District Centre shops).       

 

7.      Linkage to Bird Road, Cranham Gate

 

Hucclecote Parish Council have been informed of the County Council decision not to require a bus link at this stage.

 

8.      Gloucester Business Park Traffic Lights to be re-commissioned.

 

The traffic lights at the junction on Lobleys Drive within Gloucester Business Park are still due to be re-commissioned, at which time the responsibility for their maintenance will pass on to the Council.

 

9.      Travel Plan for Coopers Edge

 

A second meeting was held on the 25 September 2007 between the County Council and the developer’s Project Manager to agree the timetable for setting up the Travel Plan Management Board and for the appointment of the Travel Plan Coordinator. The first meeting of the Travel Plan Management Board is programmed to be held on the 1 November 2007 at 4:30pm.

 

10.  Other Obligations

 

The Shurdington Road, Metz Way and Station Road schemes are being progressed by Gloucestershire Highways and any queries should be addressed to the relevant Stakeholder Manager.

Coopers Edge Housing Development,

Brockworth, Gloucester. 

Briefing Note Number Six,  17th August 2007.

 

1.      Liaison Meetings

 

The last meeting with the Developer’s Project Manager (Trench Farrow) was held on 10 August 2007, with representatives from Gloucestershire Highways and WSP (the Developer’s Contractor). 

 

2.      Lobleys Drive Traffic Scheme

 

GH have completed the detailed design of the proposed pedestrian refuge, cycleway and road widening between Laxton Road and Otter Road (plan attached) and details of the costs (including utility diversions) are to be submitted in the next few weeks.

 

Once cost estimates for these works have been provided by GH, the additional works will be discussed with local representatives to identify the priorities for implementation within the remaining budget available from the developer funding for Lobleys Drive.       

 

3.      New traffic lights at the Lobleys Drive/Abbeymead Avenue junction

 

E-on are still due to start works on the cable diversion on the 28 August 2007. 

 

Griffiths will start on site immediately after Eon has completed the diversion works. Advance notices have been prepared (copy and plan attached) and these are due to be issued to residents who live off Lobleys Drive and Upton Lane on Saturday the 18 August 2007.

 

It is still anticipated that these works will be completed (and Lobleys Drive opened to through traffic) in January 2008, although every opportunity will be taken to advance the completion date.

 

4.      Bus Priority for Abbeymead Avenue/Metz Way planned for later this year 

 

To agree a comprehensive traffic management scheme for these works, a meeting has been held with the County Council’s Streetworks Manager and the requirements of the Council to minimise the impact of these works (such as a method of working that precludes the need for temporary traffic signals wherever possible and maintains sufficient carriageway widths to accommodate two-way working) have been discussed and will be written into the tender document.

 

It is still intended to commence these works as soon as possible, although technical approval has not yet been issued by Gloucestershire Highways.

 

 

5.      M5 Bridge

 

The engrossed Dedication Agreement was issued to the Highways Agency on the 14 August 2007 and it is anticipated that the sealed agreement should be returned by the beginning of September.

 

It is still intended to undertake all works to the bridge (including to the parapet) before Lobleys Drive is opened to the public, although technical approval has not yet been issued by the Highways Agency to the Developer for this work.

 

6.      Buses

 

Discussions are continuing between the County Council, the developer and the bus company regarding the phasing of the bus service extension (Route 3) and introduction of new services thereafter.

 

The Council are seeking agreement with the Developer that the new service into the site that should be postponed due to the delay in opening Lobleys Drive.

 

7.      Linkage to Bird Road, Cranham Gate

 

A meeting is to be arranged with Hucclecote Parish Council to discuss the details of the link.

 

8.      Gloucester Business Park Traffic Lights to be re-commissioned.

Coopers Edge Housing Development,

Brockworth, Gloucester.

 

Briefing Note Number Five, July 2007.

 

1.      Liaison Meetings

 

Regular internal and external meetings are being held to ensure that all stakeholders are kept aware of issues. These will continue throughout the life of the project. The last meeting with the Developer’s Project Manager (Trench Farrow) was held on 13 July 2007 and an internal County Council Project Team meeting (comprising GH, Network Improvements, ITU and Development Co-ordination) was held on the 16 July 2007.

 

2.      Lobleys Drive Traffic Scheme

 

Signing works remain to be completed for the mini-roundabouts on Lobleys Drive, with the post-construction safety audit following on from these.

 

GH has been instructed to undertake detailed design of additional potential measures (incorporating pedestrian refuges, a cyclepath and zebra crossing) that may be required to ensure that the scheme delivers the objectives of achieving a consistent design speed for traffic along the full length of Lobleys Drive and providing adequate road crossing facilities for cyclists and for bus users.

 

Once cost estimates for these works have been provided by GH, the additional works will be discussed with local representatives to identify the priorities for implementation within the remaining budget available from the developer funding for Lobleys Drive.       

 

3.      New traffic lights at the Lobleys Drive/Abbeymead Avenue junction

 

The preliminary excavation in Abbeymead Avenue to establish the need for works to protect an 11kv electricity cable has been completed and has confirmed that this apparatus will need to be relocated.
